However, after downloading and installing the Traditional Chinese language pack and experimenting by using various keyboard s , I have finally decided that probably the Chinese Traditional - New Phonetic keyboard is the closest which can generate the characters with phonetic in the IME Pad. Yet, I have not been able to get the handwriting recognition part of IME pad to work with the right phonetic.
There seem to be just 2 phonetics available which can enable the handwriting applet: either the Japanese version, or, the Korean version. So, I am wondering why there is no Chinese phonetic such as zh-tw available to work with the handwriting recognition? Neither the Japanese nor the Korean version generates the right phonetic. They only produce phonetic in Japanese or Korean neither of which I could understand or pronounce. So, you either get handwriting recognition in wrong phonetic or no handwriting recognition at all.
As a result, it enables handwriting in the Traditional Chinese character set BIG 5 and has right phonetic associated with the words it finds. Why can Windows 7 do likewise? Could someone help please? Although I believe the MSPY "New Experience" is a better input method than Microsoft New Phonetic, there are still too many drawbacks: Most important, in Traditional Chinese mode it does not support "Self-learning" sorting character and phrase candidates according to your frequency of usage.
Notice that in this slice of an Options window screen shot below, "Enable Self-learning" is grayed out. For me, this is a deal-killer! The accuracy of a Pinyin input method depends heavily on the characters automatically sorting as you use it.
I've also tested the third choice, "Extended Character Set". This contains both Simplified and Traditional and does support Self-learning, but getting this to favor Traditional characters requires many many hours of training and user-defined phrase dictionary editing, and even then it will probably mix the two sets together far too often to allow fast and convenient typing if you are trying to use only Traditional Chinese.
This does not mean you cannot write out standalone Zhuyin with the PRC keyboard however. It is in the soft keyboards, as I explain on my Windows 7 Zhuyin setup page.
